1.2 Defining the public library

Public libraries are a world-wide phenomenon. Libraries occur in a variety
of societies, in differing cultures and at different stages of development.
Although the varied contexts in which libraries operate inevitably
result in differences in the services provided, and the way
those services are delivered, libraries normally have characteristics in
common, which can be defined as follows.
A public library is an organisation established, supported and
funded by the community, either through local, regional or national
government or through some other form of community organisation.
It provides access to knowledge, information, lifelong learning, and
works of the imagination through a range of resources and services and
is equally available to all members of the community regardless of race,
nationality, age, gender, religion, language, disability, economic and
employment status and educational attainment.


1.2 公共圖書館的定義

公共圖書館是一種遍及全世界的現象, 存在於不同的社會和不同的文化中, 並且處於不同的發展階段。儘管各自的條件不導致圖書館服務與服務方式的差異, 但是它們人仍有許多共同的特點, 這些特點可以歸納如下。

1.3 The purposes of the public library

The primary purpose of the public library is to provide resources and
services in a variety of media to meet the needs of individuals and
groups for education, information and personal development including
recreation and leisure. They have an important role in the development
and maintenance of a democratic society by giving the individual access
to a wide and varied range of knowledge, ideas and opinions.

1.3 公共圖書館的宗旨定義

公共圖書館的基本宗旨是通過提供各種形式的資源與服務來滿足個人和團體在教育、信息和個人發展,包括娛樂和休閒等方面的需求。它們向個人提供獲得廣泛多樣的知識、思想和見解的途徑,為民主社會的發展和維擔起著重要的作用。

1.3.2 Information
‘The public library is the local centre of information making all kinds
of knowledge and information readily available to its users.’
(Manifesto)
It is a basic human right to be able to have access to and an understanding
of information, and there is now more information available
than ever before in the world’s history. As a public service open to all,
the public library has a key role in collecting, organizing and exploiting
information, as well as providing access to a wide range of information
sources. The public library has a particular responsibility to collect local
information and make it readily available. It also acts as a memory of
the past by collecting, conserving and providing access to material relating
to the history of the community and of individuals. In providing
a wide range of information the public library assists the community in
informed debate and decision-making on key issues. In collecting and
providing information the public library should, wherever possible, cooperate
with other agencies to make the best use of available resources.
The rapid growth in the volume of available information and the
continuing technological changes, which have radically affected the
way information is accessed, have already had significant effect on
public libraries and their services. Information is very important to the
development of the individual and of society, and information technology
gives considerable power to those able to access and use it. Despite
its rapid growth it is not available to many of the world’s populations,
and the gap between the information rich and the information
poor continues to widen in some areas. Sources of widespread public
information such as television broadcasting, telephone, and other mobile
web based services, educational institutions and public libraries are
taken for granted in developed countries. In developing countries,
however, such infrastructure is seriously deficient, and this hinders individual
ability to gather information and solve problems. The Internet
promises improvements to internal communications in and among developing
countries. Public libraries play a role in this and must bridge
that gap by providing widespread public access to the Internet (when
technologically possible) as well as continuing to provide information
in traditional formats. Public libraries should recognise and exploit the
opportunities provided by the continued and increasing developments in
information and communications technology. Public libraries continue
to provide an important access point to online information services.

1.3.2 信息

  • 馬來西亞的沙巴合省立圖書館在館內設立了電子 ,匯合信息與娛樂資源,提供因特網檢索,還有多種多樣的CD -ROM。這個圖書倌還組織一些有關如何利用因特網的公共講座。
  • 南非的一些公共圖書館還為信息站和遠程服務中心等提供場地。
  • 在愛沙尼亞的公共圖書館已建立了開放式因特網信息檢索點。
  • 在非洲的5個國家中(貝寧、馬里、莫桑比克、坦桑尼亞和烏干達)已經舛立了農村社區多功能遠程服務中心,提供現代信息與通信工具。
英國的山德蘭公共圖書館在許多地方發展了”電子村大廳”,包括圖書館大樓、繼續教育學院、社區商業中心以及社區的志願者網絡等。這種”電子村大廳”提供個人電腦和因特網,為成年人和兒童提供多種軟體,同時還有經過培訓的員工幫助用戶。

9/30公共圖書館-作業一



新北市立圖書館樹林分館,會選擇這間圖書館原因是這間圖書館離我家只需10-15分的步行時間,這間圖書館位在2樓及3樓,1樓則是消防局。
跟大多數圖書館或書店一樣,新書都會放在顯眼或是門口一進入的地方,使人們可以快速發現有哪些新書,雖然這間圖書館有做到,但是除了排架有一點點亂之外,人們看書通常都看封面,而這種只看書的側面要吸引讀者反而不太能發揮出太多作用。
這間圖書館整體的採光還算鮮明,不過書架上可以看到一些書陳列的方式相當怪異,除了這區其他區的書也是如此,我推斷這些書是要放回原架子,但尚未排列好順序便先放在那區,
如此會使人找書困難,且整體也不美觀
這間圖書館不算大,藏書量也不是很多,且設備不是很多,以電腦現在的使用率,只有4台電腦不夠應付來圖書館的人,所以我認為應該增加電腦或電視設備,已利於使用視聽設備

聯合國教科文組織公共圖書館宣言 1994

1991年, 國際國書館聯盟(International Federation of Library Associations and Institutions, IFLA)於莫斯科召開年會, 要求公共圖書館常務委員會修訂聯合國教科文組織(United Nations Educational, Scientific and Cultural Organization, Unesco), 它的目標, 1994年十月29日PGI Council Meeting 批准由IFLA公共圖書館組提出的草案; 早先, 1949年該宣言首度問世, 1972年修訂一次。 (1991年提出,1994年再修訂)

社會及個人的自由、繁榮及發展, 是基本人權之一。被充份告知的公民, 行使他們的民主權利, 並在社會上扮演積極的角色, 才可能發揮前述的人權。民主能夠有建設性的參與及發展, 它的前題是滿意的教育及無限制的自由接觸所有知識、思想、文化及資訊。 

公共圖書館是地方的知識門戶, 提供個人及社團終生學習、獨立判斷、文化發展的環境。 

聯合國教科文組織藉著本宣言, 表示對公共圖書館的看法, 認定公共圖書館是一個教育、文化、及資訊的單位, 也是孕育和平及心靈福祉的場所。 

因此, 聯合國教科文組織鼓勵各國政府支持並參與公共圖書館的發展。

公共圖書館

公共圖書館是地方的資訊中心, 備有各種知識及資訊供讀者取用。

公共圖書館提供無私的服務, 不因年齡、種族、性別、信仰、國籍、語文及社會地位而有差異。少數民族、身心障礙人士、住院病患、在監人士等, 有事實上的困難, 無法利用常態性的服務及資料時, 公共圖書館應針對他們的需求, 提供特別服務

各種年齡層的人都應該可以找到所需的相關資料, 館藏和服務在涵蓋各種媒體及現代科技之時, 應兼顧傳統的資料; 尤其要重視品質, 不能忽視地方的需求與特性。資料的內容必須反應當前的潮流及社會變遷, 包括人類努力的記錄及想像未來的雄心。

館藏及服務不能以屈從任何意識型態、政治或宗教的檢查, 當然也要抗拒商業行為的壓力。

公共圖書館的任務

以下這些任務與資訊、識字(素養)、教育及文化有關, 應該做為公共圖書館服務的核心:

  1. 從小強化兒童的閱讀習慣。
  2. 支援各種層級的正規教育及自我進修。
  3. 提供個人開創發展的機會。
  4. 刺激兒童及青少年的想像力及創造力。
  5. 促進對文化遺產的重視、對藝術的欣賞、對科學成就及發明的尊重。
  6. 讓表演藝術有演出的機會。
  7. 嘗試各種文化, 欣賞其間的差異。
  8. 贊助口語傳統。
  9. 確保居民能夠接觸各種社區資訊。
10.對地方性的企業、協會及成長團體提供適當的資訊服務。
11.助長資訊及電腦技能的發展。
12.贊助及參與各種年齡層的掃除文盲活動, 必要時, 可以主動發起這類活動

經費、立法及網路


  • 原則上, 公共圖書館必須提供免費的服務

  • 公共圖書館是地方政府及中央政府的職責, 該等政府必須單獨特別立法, 採用獨立的預算科目, 它必須是文化、資訊供給、識字及教育長期策略中的重要一環。(輔大無使用獨立預算科目)

  • 為了確保全國各地的圖書館彼此合作, 在立法及策略規劃上, 必須在規定及推動有既定服務標準的全國圖書館網。

  • 公共圖書館網路必須和國家、區域級、研究及專門圖書館配合, 也不能忽視學校、學院及大學圖書館。

營運及管理


  • 必須有清晰的政策, 訂定與社區需求相關的目標、重點及服務。必須有效地組織公共圖書館, 並維持營運的專業標準。

  • 必須確認與相關團體之間的合作關係, 包括各種層次的使用者團體及其他專業組織。

  • 為了讓社區的所有成員都能利用公共圖書館的服務, 因此, 館舍位置、閱讀及學習的設備、開放時間等, 都必須從使用者的角度考量; 對那些無法到館的使用者, 也應有同樣的考量。

  • 公共圖書館的服務必須考量城鄉社區的差異。

  • 圖書館員是使用者和資源之間的橋樑, 為了確保服務的品質, 圖書館員的專業教育及在職教育是不可或缺的。

  • 應提供推廣服務及讀者教育, 協助使用者運用所有的資源。

<全員教學的學校圖書館>


學校圖書館提供資訊和概念,做為參與當今資訊和知識社會的基礎;學校圖書館將終身學習技巧授予學生,發揮想像力,讓他們能夠以負責的公民在社會行走。

<學校圖書館的任務>


學校圖書館提供的服務、圖書及資源,讓學校社區成員學習成為各種格式與媒體資訊的批判性思考者與有效果的使用者。依據聯合國教科文組織公共圖書館宣言的原則,學校圖書館連結至更寬廣的圖書館及資訊網路。(在北愛爾蘭,學校圖書館受公共圖書館管理及規劃)

圖書館員支持讀者使用圖書及其他資訊資源,從小說到檔案、從印本到數位,包括在地及遠距。這些作品補充並強化教科書、教材及教法。

根據過去的經驗,當圖書館員與教師併肩工作時,學生達成較高層次的素養、閱讀、學習、解決問題的能力,並建立使用資訊和通訊科技的能力。

學校圖書館提供的服務,必須平等對待學校社群裡的所有成員,不受年齡、種族、性別、宗教、國籍、語言、專業或社會地位的影響。不能使用圖書館主流服務及資料的人,學校圖書館必須提供特別的服務和資料。

近用服務和館藏時,必須以聯合國人權宣言為基礎,不得受限於任何形式的意識形態、政治或宗教的檢查,或商業的壓力。

<經費、立法及網路>


素養、教育、提供資訊,以及經濟、社會與文化的發展,學校圖書館都是長期策略裡的重要一環。做為地方、區域和全國的權責單位,必須有特別的立法及政策支持。學校圖書館必須有適當且長期的經費,讓館員接受相當的訓過練,購置資料、科技與設備。學校圖書館必須免費。

學校圖書館是地方、區域和國家圖書館和資訊網路的重要夥伴。

學校圖書館與公共圖書館等單位共享設備及資源時,必須認可及維持其獨特的目標。

<學校圖書館的目標>


學校圖書館是教育過程的一部份,下列事項是發展素養、資訊素養、教學、學習與文化的要項,也是學校圖書館的核心服務:

支援與強化經由學校宣示的任務與課程體現出來的教育目標;

1.發展並支持學童的閱讀與學習的習慣和趣味,終其一生使用圖書館

2.提供創造與使用資訊的機會,形成知識、諒解、想像和享受

3.支援學生評鑑與使用多種形式、格式與媒體的資訊,做為學習及實踐技術所需,包括社區內敏感的溝通模式。

4.提供近用本地、地區、全國與全球的資源與機會,讓學生接觸多元的杷念、經驗與意見。

5.組織各種活動,鼓勵文化與社會化的覺察與敏感度。

6.與學生、教師、行政人員與家長攜手達成學校的任務,宣告智性自由與近用資訊是達成負責公民與參與民主的必要部份。

7.推動閱讀,將學校圖書館的資源與服務,推向整個學校社區及其以外的地域。

8.經由發展政策與服務、選擇與採訪資源、近用實體及智性的資訊資源、提供指導設備及雇用訓練有素的人員,學校圖書館實現上述的功能。

<人事>


學校圖書館員是合格的專業人員,負責規畫及管理學校圖書館,在適當的職員支持下,與學校社群內的所有人員共同工作,並保持與公共圖書館等單位聯繫。

學校圖書館員的角色不固定,在國家的法令與財務框架下,視學校的預算、課程、教學法而定。在此範圍內,學校圖書館員必須具備資源、圖書館、資訊管理與教學等的知識,才能發展及運作有效的學校圖書館服務。

網路環境日趨普遍的情況下,學校圖書館員必須具備規畫及教導教師及學生所需的多種資訊處理技術。因此,他們必須受在職的專業訓練及發展。

<運作與管理>


為確保有效及可靠的運作:

學校圖書館服務的政策必須明述與學校課程有關的目標、優先順序及服務。

學校圖書館必須依照專業標準運作及維持。

服務必須被學校社區全體成員近用,於在地社區內運作。

鼓勵與教師、學校高階管理層、主管、父母、其他圖書館員及資訊專業人員與社區團體合作。

IFLA (The International Federation of Library Associations and Institutions) is the
leading international body representing the interests of library and information services
and their users.(代表圖書館與圖書資訊服務的平台) It is the global voice of the library and information profession.

IFLA provides information specialists throughout the world with a forum for exchanging
ideas and promoting international cooperation(國際合作), research, and development
in all fields of library activity and information service. IFLA is one of the
means through which libraries, information centres, and information professionals
worldwide can formulate their goals, exert their influence as a group, protect their
interests, and find solutions to global problems.

目標---IFLA’s aims, objectives, and professional programme can only be fulfilled with the
cooperation and active involvement of its members and affiliates. Currently, approximately
1,600 associations(協會), institutions and individuals, from widely divergent
cultural back-grounds, are working together to further the goals of the Federation
and to promote librarianship on a global level. Through its formal membership,
IFLA directly or indirectly represents some 500,000 library and information professionals

worldwide.

IFLA pursues its aims through a variety of channels, including the publication of a
major journal, as well as guidelines, reports and monographs on a wide range of
topics. IFLA organizes workshops and seminars around the world to enhance professional
practice and increase awareness of the growing importance of libraries
in the digital age. All this is done in collaboration with a number of other nongovernmental
organizations, funding bodies and international agencies such as

2013/9/16公共圖書館(一)

本週上課第一日,除了講解上課規則與一些學校規定外,還探討了建立世界最大的圖書館,目前尚未有人做到,但依網路與科技的進步我相信應該是可以做到的!
